But the difficulties the government is already facing are not merely attributable to the presidential leadership, its cast or its political base. In reality, they reflect systemic keys.

Installed with unprecedented levels of social legitimacy in the post-dictatorial period, the Convention has been trapped by its own legitimacy, seeking to affirm and reaffirm it, through gestures and identity turns that increasingly generate less support in public opinion.
